Indonesia is another country where the rank-size rule doesn't really apply. Jakarta, which is also the capital of the country, is about 3x the size of the following ranked cities. The primate city rule would apply much better to Indonesia, this is likely because the country is developing and people in developing countries cluster in main cities as to have access to jobs, electricity, and running water.
