Afghanistan does not follow the rank-size rule at all. The country's most populous city, Kābol, is almost 7x larger than the populations of the next-in-rank cities. Afghanistan definitely follows the primate city rule, and again this is likely because of the low stage in development the country has. And people want to live where they can work, bathe and drink, and use electricity like countries elsewhere in the world.
